Hank Intven was the main outside advisor to the Government of Canada on drafting of its first comprehensive Telecommunications Act. He also advised on drafting telecommunications laws, bylaws and regulations in Mexico, Saudi Arabia, Jordan, Qatar, Nigeria, Samoa, Bolivia, Colombia and did preliminary work on new telecom laws for Russian, Ukraine & Libya.
Hank has been appointed by the Government of Canada to three expert panels to advise on future telecommunications policy and law: the Local Networks Convergence Committee (1991/2); The Telecommunications Policy Review Panel (2005/6); and the Broadcasting and Telecommunications Legislative Review Panel (2018/19).
Advising on the privatization of several telecom operators, including the Canadian National Telecom companies, Jordan Telecommunications Company (JTC), and the proposed privatization of Bell Canada in 2007, as well as preparatory work for privatization of telecom operators in Mexico, Indonesia & Uzbekistan.
Advising on the sale/acquisition of telecom carriers, including the acquisition of Telesat Canada from BCE Inc. by Loral Space and Communications Inc. and the Public Sector Pension Investment Board.
Structuring and implementing of telecom licensing and auction process for fixed and mobile operators, including in Indonesia, Jordan, Saudi Arabia, Pakistan, Bangladesh, Mozambique, Cameroon, Chad, Burkina Faso, Mali. Advising industry players on applications for licences and spectrum rights in other countries.
Advising on start-up and development of a major new terrestrial and submarine fibre optic business by Ledcor Industries (which evolved into 360networks), at the time one of the largest North American fibre networks.
Advisor to the CRTC on the drafting of its first consolidated Rules of Practice and Procedure.
Advice to a resale carrier on licensing and regulation of its service rollout in the UK, Germany, France, the Netherlands, Belgium, Sweden, Spain, Portugal, Greece, Italy, the U.SA, Hong Kong (China), and Australia.
Hank Intven was the Executive Director of Telecommunications at the Canadian communications regulatory agency, the Canadian Radio-Television and Telecommunications Commission (CRTC) prior to joining a national law firm.

While leader of the Communications Practice Group at a major Canadian law firm, Hank Intven developed one of the world’s leading telecom consulting practices. He led a team of lawyers, economists and technical experts within the firm, and in association with a range of other professionals in accounting, finance and telecom engineering.
